A man stole a tablet from an e-waste bin

A bin for collecting electronic waste has been installed in a shopping mall in Singapore. But it turns out that this bin isn't only used by people looking to dispose of their used devices. Some come with the opposite intention.

For example, a stranger rummaged through the bin for about 15 seconds, then dove in, pulled out an object (apparently a tablet), put it in his bag, and left.

Now people are debating whether this act constitutes theft. Some argue: how can it be theft if someone just threw away the tablet? Others argue that since the bin belongs to a recycling company, all the items in the bin belong to them as well, and not to some enterprising stranger.
