Migingo Island sits in the waters of Lake Victoria in Africa. Spanning just under half an acre (around 1,800 square meters), this tiny piece of land is home to 131 people living in makeshift shacks. The residents have formed their own self-governing "senatorial republic," surviving on fishing while fiercely keeping outsiders at bay. The island remains a disputed territory between Kenya and Uganda.

Migingo wasn't settled until 1991, when two Kenyan fishermen, Dalmas Tembo and George Kibebe, dared to set foot on it. Before venturing out, they performed an exorcism ritual to banish evil spirits: locals around Lake Victoria believed the island was haunted by a demon named Kalele. An old witch doctor drove Kalele away—a service for which Tembo later admitted they paid 300 kilograms of fish.







Soon after, around 60 fishermen from Kenya, Uganda, and Tanzania joined the brave duo. They were drawn not only by the promise of bountiful catches, but also by the dream of establishing their own egalitarian commune—a micro-state free from inequality and corruption. By 2009, the island's population had reached 131. At that point, the founding fathers and "honorary senators," Tembo and Kibebe, decided to close the doors to any new residents.





Nile perch makes up the bulk of the catch. In a single week, a household can make between $200 and $250—equivalent to two or three months' average income in neighboring countries.



What allows the "state" of Migingo to maintain its autonomy is its contested status: caught in a border dispute between Kenya and Uganda, neither nation can fully claim the territory, leaving both to largely turn a blind eye to the fishermen.



Over the past two decades, the two nations have engaged in armed skirmishes over Migingo at least nine times. Initially, coast guards from both Kenya and Uganda destroyed fishing boats, shredded nets, and even shot six locals dead. Eventually, however, both governments reached an agreement to tax the island's commune jointly.



As a result, 25% of the fishermen's income goes to Kenya and another 25% to Uganda. An additional 10% funds local governance and the community's self-defense force. In short, the people of Migingo pay 60% of their earnings to buy their freedom. Yet even with just 40% left over, they enjoy a standard of living significantly higher than their neighbors around Lake Victoria.



Despite its tiny size, the island boasts five bars, a beauty salon, a pharmacy, several guesthouses, and four brothels—while the men fish, many female relatives engage in sex work to supplement their income. Under the commune's strict rules, outsiders are not allowed to stay on the island for more than 24 hours.



The commune is governed by founding fathers Tembo and Kibebe as life-long "honorary senators," alongside five elected senators (a title restricted to men over the age of 30). Decisions within the seven-member senate are made by a simple majority vote.



The ultimate punishment on the island is banishment; minor offenses are penalized by flogging with straw whips. Over the micro-state's twenty-year history, six people have been banished—all of them for theft.



Just 200 meters away lies another island, Usingo. Despite the severe overcrowding on Migingo, Usingo remains completely uninhabited. According to local belief, it is haunted by a demon named Tuk—joined, supposedly, by Kalele after he was banished from Migingo. To this day, the islanders haven't found a witch doctor powerful enough to vanquish both spirits at once. Usingo is also disputed territory between Kenya and Uganda, but soldiers from both armies refuse to set up base there for the exact same reason: fear of evil spirits. The only structures on Usingo are a few makeshift shelters occasionally used by visiting Western biologists studying Lake Victoria's ecosystem.
