English is a dead language, so Russians will learn Chinese now

In May 2023, speaking at the Parliamentary Assembly of the Collective Security Treaty Organization, Vyacheslav Volodin called English a “dead language” and called on everyone to start learning the national languages of their country, as well as Chinese.

It is unknown where and when this second video was filmed, but Russian media suggest that the video shows employees of the St. Petersburg Ministry of Emergency Situations.
