For the past few years, scooters have been a "nightmare" in all major cities. There were no clear rules, fines and responsibility for reckless drivers. By the way, they still don't exist. Restrictions for means of individual mobility (SIM) were introduced only in one Russian city - in Sochi. They even put up prohibition signs.
Now scooters are not allowed to ride along the main pedestrian street of the city - Navaginskaya. It is partially forbidden to dissect on the SIM and in other places of mass celebrations: on the embankments, in squares and parks.
Violators face a fine - "as much as" 500 rubles. It is reported that this amount did not affect the number of "racers". As they traveled, so they continue to do so. Perhaps they will be subject to more stringent measures. This was commented on by the appearance of signs of Sochi Deputy Mayor Nikolai Beskrovny:

In addition to scooters, there is another "misfortune" - electric bicycles. Their owners or tenants also often rush along the sidewalks and break all possible rules. One of these literally "demolished" a pensioner in the center of Moscow. The 20-year-old courier rushed to the red and crashed into a 68-year-old woman. She got a broken ankle, and the guy broke some ribs. What threatens him for this is still unknown.
Unfortunately, there are more and more such incidents.
