British official resigns after attempting to blow up neighbor's cat (4 photos + 1 video)
James Garnor, a councillor in Whittlebury, Northamptonshire, has resigned after a video emerged of him testing a remote-controlled detonator on an animal. The victim was an 11-year-old neighbour's cat. 
A cat named Suki climbed into a bird feeder when a man tested a remote-controlled detonator. The animal's whiskers were burnt off.
A statement from Whittlebury Council said Garnor "resigned on Friday, 7 February, with immediate effect."
The council also said: "We understand the concerns of the public and want to reassure you that we take all animal welfare issues seriously." 
Although Mr Garnor gave evidence and was shown video footage of the incident, Northamptonshire Police concluded there was insufficient evidence to prosecute.
Nikki, Suki's owner, told The Telegraph: "I think it's like the crimes of Jeffrey Dahmer. I feel really bad."
She added: "Suki used to come to us and sit for hours, cuddle and play... Now she very rarely approaches people."
Opinions in the village are divided. Some believe that Garnor wanted to wean cats off stealing bird food, and it is not worth making a mountain out of a molehill.
Others, including local resident Amelia, argue that the official's actions were extremely irresponsible.
"He should set an example," Amelia is sure. — The footage shows that this was not an accident. He sat and waited with the detonator, deliberately luring the cat."
