In Blagoveshchensk, the road was repaired using improvised means and there are no analogues

This video with asphalt laying was filmed by a local resident:

The video hit the net and caused a furore in local publics. Many were surprised: why do workers not have the necessary equipment? And most importantly - why ram the asphalt with the fifth point?

For comments, they turned to the mayor's office of Blagoveshchensk and they reported:

“This is not a street, this is a courtyard. Residents of this house independently decided to carry out repairs at their own expense. This is the property of the tenants of the apartment building. They have the right to independently decide what work and at what expense to carry out. And here they are doing such work in their yard. This is not a budget, not a contracting organization of the administration, and not a street.”
