The situation in England: Birmingham's new mayor was unable to read the oath of office in English. The new mayor, Zaker Chaudhry, a native of Pakistan, delivered his speech reading from a piece of paper and barely able to string words together. The ceremony was then continued by a cleric who recited a Muslim prayer.
