And they called it “regulation.” 
Amsterdam Mayor Femke Halsema said the fight against illegal substances is “perverse and counterproductive.” The mayor complained about her citizens who use all sorts of things, despite any prohibitions and persecution.
And she added that the Netherlands spends a lot of money to combat drug trafficking, but it does no good. According to the mayor, the market for stimulants exists and many years of attempts to cover it up have only brought disappointment.

About 80 percent of our police force is spent on drug crimes. In the Netherlands and Belgium, street prices for cocaine have remained the same for many years. Thus, one can only conclude that an incredible amount of effort was put in. no impact on the market.
And she proposed “legalization” for one of the most powerful drugs - cocaine. Later, this was vaguely called “regulation” of the market for prohibited substances.
I belong to a growing group of scientists and administrators who say that the international war on drugs has such perverse consequences that we now suffer more from it than from the drugs themselves.
The Minister of Justice of the Netherlands, Dylan Yesilgez, responded to the supporter of lagalaz. She believes that such “regulation” makes no sense. Holland plays a huge role in global drug trafficking; tons of all sorts of prohibited substances pass through the country. And if “regulation” is only in the Netherlands, then there will simply be more drugs there. 
We know that most drugs leave our country. So is money. But the violence remains here,” Yesilgez said.
Following the logic of the Minister of Justice, cocaine should be legalized throughout the EU. But this is not discussed seriously. Or rather, they are not discussing it yet.
