City authorities require that not a single particle of soil be allowed to fall onto the road. Waste trucks must be hermetically sealed, their tires and sides washed before leaving the construction site, and their routes monitored by cameras and sensors.
Violators face fines of up to tens of thousands of yuan and license revocation.
