The author is a fiery patriot-statist Stepan Shevyrev.
As befits a fiery patriot-statist, he preferred to live not in spiritually strong Russia, but precisely in the Decaying West (Paris, Rome, Berlin).
He died safely in Paris, apparently unable to bear the tart stench of rotting Europe.
